Federal Property Custodial Officer (PCO) Competencies


 

Competencies are the characteristics that result in superior performance.  

These core competencies specify the skills, knowledge and abilities necessary for proper performance of Federal Property Custodial Officer (PCO) duties.  This position is also referred to as a Property Custodian.

These competencies provide the foundation for the competency-based e-learning, knowledge management and performance support provided in The Federal Personal Property Management Desk Reference & Training Course on Know Net 2 for this position.

Core competencies address technical requirements only and do not address such additional requirements as communication, computer and management skills.

 

Competency 1: Conduct a Joint Inventory

Demonstrated Knowledge of the Requirements and Application of:

  • Procedures for the Conduct of a Joint Inventory upon Assumption or Relinquishment of Responsibilities for the Proper Use, Issue, Management, Care and Protection of Personal Property in the Assigned Custodial Area/Organizational Unit

  • Use of the Inventory List to Identify Property on the Floor in the Custodial Area/Organizational Unit during the Joint Inventory

Competency 2: Maintain Accountability for Property in the Assigned Custodial Area/Organizational Unit

Demonstrated Knowledge of the Requirements and Application of:

  • Regulations and Policy Governing Management of Personal Property in the Custodial Area/Organizational Unit

  • Relationship Management with Members of The Federal Personal Property Management Team

  • Techniques to Assure Property is Maintained and Available for Official Use

  • Accepted Personal Property Receipt and Assignment to Use Techniques

  • Capitalized and Accountable Property Management with the Inventory List

  • Personal Property Reconciliation Procedures

  • Personal Property Item Labeling and Identification Procedures

  • Procedures for Handling Special Personal Property

  • Effective Use of Hand Receipts and Personal Custody Receipts in the Custodial Area/Organizational Unit

Competency 3: Maintain Electronic and Manual Property Identification and Records

Demonstrated Knowledge of the Requirements and Application of:

  • Labeling, Barcode and/or RFID for Identification of All Property Items in the Custodial Area/Organizational Unit

  • Procedures for Set-Up and Maintenance of Up-to-Date Property Records for the Custodial Area/Organizational Unit to include updating the Property Management Information System (PMIS)/Asset Management System (AMS)

  • Procedures for Keeping Manual Vouchers for Property Received or Transferred

  • Monitoring Techniques for Property that is Removed for Use or Repair Outside of the Custodial Area/Organizational Unit

  • Monitoring Techniques for Return of Property that has been Loaned outside of the Custodial Area/Organizational Unit

Demonstrated Knowledge of the Requirements and Application of:

  • Procedures for Determining, Defining, Justifying and Validating Needs for Personal Property

  • Maintenance Procedures for Personal Property in the Custodial Area/Organizational Unit

  • Procedures for the Management Of Personal Property When Removed from Government Premises

  • Techniques for Identification of Underutilized or Excess Property to Meet Mission Requirements

  • The Federal Acquisition Source Order Priority for New Acquisitions
